Trading is an interesting component of Witness: the Game. Players don't have to do it, but those who do are in the search of a new deck of policies for themselves. By mixing and matching distrikts, they may come up with their own social orders.

However, to prevent the game from breaking, there are some rules*:

  1. Pick a base deck of policies to work with. This can be from the Covenant, Assembly or Hygge.
  2. Static Cards cannot be changed. Only One-Time plays can be swapped out. Select new cards so that you have a maximum of 15 policies in your new distrikt deck.
  3. Playtest against 'vanilla' distrikts to see how you do.
